Current UK Rules
Nicotine pouches occupy an unusual position in UK law. Because they do not contain tobacco, they fall outside the scope of the Tobacco and Related Products Regulations 2016 (TRPR). Because they are not marketed as smoking cessation aids, they are not regulated as medicines by the MHRA.
This means that, as of the last review of this page, nicotine pouches are sold as general consumer products in the UK. They are subject to general consumer protection law (including the Consumer Rights Act 2015 and the Consumer Protection from Unfair Trading Regulations 2008) but not to product-specific nicotine or tobacco regulation.
This regulatory gap has drawn attention from public health bodies, parliamentarians, and the Government. Several consultations and legislative proposals indicate that specific regulation for nicotine pouches is likely in the coming years.
Age Restrictions
There is currently no statutory minimum age for purchasing nicotine pouches in the UK (unlike tobacco products and vaping products, which have a legal age of sale of 18). However, the vast majority of reputable retailers implement voluntary 18+ age verification, reflecting industry practice and anticipated regulation.
